Industry Policy
Critical Incident Response

Prompt, informed and effective response to any critical incident on a construction site, particularly if it involves occupational health and safety, is essential.
 
Incolink has established a set of Critical Incident Response Guidelines for Site Officials, as follows:
  • Stay calm, take control, be directive, delegate where possible
  • Secure safety at the scene of the incident for yourself and others
  • Administer first aid to casualties
  • Call emergency services
  • Advise key people on-site and off-site
  • Advise the Incolink Construction Industry Chaplaincy to initiate on-site support
After the incident
  • Arrange for a group debrief and/or individual counselling through the Incolink Chaplaincy
  • Include yourself in assessing the support processes
  • Report back to the work group on the welfare of casualties
  • Monitor on-site stress levels and recovery of the work group
  • Liaise with the Chaplaincy area to arrange group or individual post-incident follow-up if necessary

Drugs and Alcohol policy

‘Drugs or Alcohol? Not at work’ is the slogan of the Incolink Drug and Alcohol program. There are a number of key messages that make up this important site policy:
    1. Safety is paramount on building sites
    2. This policy applies to everyone on site without distinction
    3. A person dangerously affected by drugs or alcohol will not be allowed to work until that person can work in a safe manner
    4. A decision on a person’s ability to work in a safe manner will be made by the Safety Committee
    5. A person affected by drugs or alcohol will be cautioned in accordance with the agreed procedure
    6. A Safety Committee will provide information to persons seeking help for their drug or alcohol problem
    7. Sick leave or leave without pay can be negotiated for their drug or alcohol problem
    8. No one will be disadvantaged in the workplace as a result of undertaking a rehabilitation program

Industry Liaison Officer

The Industry Liaison Officer plays an important role for members, providing assistance across a range of areas, including providing advice and assistance with issues on insurance, uncertainty about payment matters and in instances where something has not gone as expected with a claim or a payment.
 
Operating across the State, the Industry Liaison Officer provides one-on-one assistance face-to-face or by phone, as well as addressing groups of members on construction sites about matters relating to their rights and responsibilities. He often travels with a counsellor or a superannuation adviser to make the most of regional visits around Victoria.
 
Employers can contact the Industry Liaison Officer if they are having problems understanding their responsibilities regarding the funds or other issues about payments.
 
The officer works closely with the OH&S managers of Victorian construction companies to provide the required service to members. He is available Monday to Friday, between 7.30 am and 5.30 pm by phone on 0408 607 737 or by contacting Incolink Member Services on 9639 3000.
